Nineteen of the Russian's twenty-one victories have been earned on hard surfaces
A comeback the Russian player won his first trophy for over two years with victory over Frenchman Moutet in the competition championship match.
Medvedev, a ex- top-ranked player, has experienced a challenging period, winning just one win at the big events and suffering a difficult moment at the American major.
His inconsistency on the professional circuit - and struggles with his serving in particular - caused him dropping out of the world's top 10 and eventually parting ways with former coach Gilles Cervara.
Now training with Thomas Johansson and Goetzke, the tennis star has consistently advanced in the recent weeks - culminating in a tightly fought three-set victory over opponent Moutet.
It is the player's first championship following the Italian tournament and maiden on a hard surface from spring of that year.
Victory also means the Russian has won 21 titles at 21 different tournaments.
"For the first time I have attended a event with my children simultaneously, so to secure a title is really nice," said tennis professional the champion.
"This championship is in tribute of my younger daughter Victoria, because the first title I achieved when my first daughter my daughter was delivered was for her."
The athlete, the past champion, had failed in his last six finals, featuring in that event in the past months.
The player's retrieving approach and frequent outbursts on the tennis court had led observers to wonder if his ability to perform at the top level was concluded.
However the 29-year-old has made changes in the last few weeks, striving to advance forward and play aggressively, reinforced by an improved serve.
He recovered from a break down in the initial set against the difficult Frenchman, taking 4 of the final five games to take the lead.
Both players traded service breaks in the middle set before the challenger, attempting for his maiden tour title, took control to create a third set.
Moutet rescued 4 initial chances in a tight final set before the Russian secured a break to that score to close out the victory.
Suitably, he earned the title with a shot at the net, with his opponent unable to manage a return after over two and a half hours.
